List of Maharatna, Navratna, Miniratna Companies in India
IOCL - A Maharatna Company
A state-owned enterprise where the state has significant control through complete or partial ownership in India is known as Public Sector Undertaking (PSU). These companies are either owned by Central Government of India or state governments. These companies can be classified as Central Public Sector Enterprise (CPSEs), Public Sector Banks (PSBs), or State Level Public Enterprise (SLPEs).

As on 31st March 2015, there are 298 CPSEs and 21 PSBs in India.

Maharatna, Navratna, and Miniratna
During 1990 financial crisis, the Government of India started disinvestment and also awarded some sort of autonomy to few public sector undertakings.

Initially, there were nine PSUs with such additional powers. Thus, the group came to be known as Navratna.

In 2010, the Government of India introduced a higher category Maharatna with greater autonomy than Navratna enterprises and a lower category of Miniratna with lesser autonomous power.

The Complete list of Maharatna, Navratna and Miniratna CPSEs (Central Public Sector Enterprises) and their status criteria are as of date October 13, 2017 are as follows.

Maharatna PSUs
Criteria required to procure a Maharatna status for CPSEs.
1. The company should possess Navratna status.
2. It should be listed on Indian stock exchange with a minimum prescription of public shareholding under SEBI regulations.
3. The average annual turnover of more than Rs. 20,000 crore, during the last 3 years, or
4. The average annual net worth of more than Rs. 10,000 crore, during the last 3 years, or
5. The average annual net profit after tax of more than Rs. 5,000 crore, during the last 3 years.
6. The entity should have significant global presence/international operations.

8 Maharatna PSUs are
1. Bharat Petroleum Corporation Limited (BPCL)
2. Bharat Heavy Electricals Limited (BHEL)
3. Coal India Limited (CIL)
4. Gas Authority of India Limited (GAIL)
5. Indian Oil Corporation Limited (IOCL)
6. National Thermal Power Corporation (NTPC)
7. Oil & Natural Gas Corporation Limited (ONGC)
8. Steel Authority of India Limited (SAIL)

Navratna PSUs
Criteria required to procure a Navaratna status for CPSEs
1. A composite score of 60 or above out of possible 100 marks in the six selected performance parameters which include net profit, net worth, total manpower cost, total cost of production, cost of services, PBDIT (Profit Before Depreciation, Interest, and Taxes), capital employed, etc.
2. At least three ‘Excellent’ or ‘Very Good’ Memorandum of Understanding (MoU) ratings during the last five years.
3. The entity must have Miniratna Category – I status along with Schedule ‘A’ listing.
